Website Of Key Government Institutions To Go On Scorecard Ranking

March 2018, Abuja: The Federal government is to kick start the ranking of the websites of Ministries, Departments and Agencies (MDAs) of the Federal Government. The scorecard ranking is being introduced as an essential peer review mechanism. This is to ensure that information on MDAs is readily available and disseminated accordingly to the populace.

The websites scoring was developed by the Bureau of Public Service Reforms (BPSR) in collaboration with Right To Know (R2K), Nigeria with support from the MacArthur Foundation. The Federal Government approved this initiative via a Circular issued (click to view) by the Secretary to the Federal government in December 2017, in order to boost operationalization of the Executive Order (001) (click to view) on the Ease of Doing Business in Nigeria.

The Executive order (001) is aimed at opening up government and promoting more accountability and efficiency in doing business with government offices and officers. If fully implemented will actualise many provisions of the Freedom of Information Act 2011 by providing quick and effective response to requesters and will strengthen access to information in the Public service in Nigeria.

An Inter- Ministerial Task Team was inaugurated in December 2017 on the ranking of the MDAs websites, the composition of the team is made up of representatives from relevant MDAs i.e. Office of the Head of Service, Office of the Secretary to the Government of the Federation, Nigeria Information Technology Development Agency (NITDA), Right To Know (R2K), Nigeria, Federal Ministry of Justice, SERVICOM, Galaxy Backbone, Bureau of Public Service Reforms (BPSR), Ministry of Communication etc. and stakeholders from the Private, Public Sector and Non-Governmental Agencies.

The Ag Director General of BPSR, Mr. Arabi, also inaugurated a fifteen member high-level Jury sub- committee who are experts drawn from private, public and non-Governmental Agencies. They are expected to give unbiased ranking on the performance of 70 pilot MDAs (click to view), to determine if these websites comply with government standards, are up to date, reviewed when changes occur, and to ensure that MDAs are available to attend to public complaints.

The first ranking result will be published in June 2018 and another by December 2018.
