The 1999 Constitution holds that “Sovereignty belongs to the people of Nigeria from whom government through this Constitution derives all its powers and authority.” Government is held in trust for all Nigerians. The public has a right to be kept fully informed of government’s activities, policies and programmes, to enable them exercise their right to inclusionary governance, and to evaluate government’s performance.
