In order to verify the performance of capital projects carried out by public institutions in 2014, procurement monitors have requested ninety-eight (98) public institutions to provide records of payments of capital releases made to them in 2014.
Of the 98 MDAs, thirteen (13) of these have responded within the Seven (7)-day window provided by the Freedom of Information Act, 2011. Whilst 7 of these MDAs provided the required documents, six (6) MDAs responded without any information. Among the The 7 MDAs that provided the information requested for within the 7-day period are are the Nigerian Export Promotion Council (NEPC), The Veterinary Council of Nigeria (VCN), the Economic and Financial Crimes Commission and the Consumer Protection Council.

Institutions such as the Federal Ministry of Transportation have requested for an extension as provided for in section 6 of the FOIA; stating that the required documents would be provided within the stipulated extension period.
In their response, the Nigerian Export Promotion Council stated that they had no allocation for capital projects in 2014 and this was confirmed from the 2014 Capital Performance for MDA Report provided to us by the Office of the Accountant General and available HERE.
As at the time this write-up was published, the remaining 81 MDAs had not responded to the requests for information.
In addition to finding out how compliant public institution are in providing access to procurement records, the efforts of procurement monitors in requesting for information is geared towards verifying how well public resources are being utilised towards public service delivery.
Updates on the utilisation of these resources would be shared as they are verified.
