The acts of persecution against Kaase arose from his complaint reporting administrative fraud and abuse of authority by Chairman Okiro. Kaase has been placed under indefinite and wrongful, unpaid suspension from work, and threats to his life and safety.

As a whistle-blower, Kaase must be fully protected under Nigeria’s Freedom of Information (FOI) Act, and under international law from all forms of persecution.
